the second-smallest Oval Custom Cutting System Pattern to the top-center of the paper. Using the outside edge of the pattern with Blue and then the Red Blade, cut out a narrow curved strip. Flip the curved strip over (red stripes design) for the sweater neckline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 3: <\/strong>Cut six pieces of 1\/8\u201d wide strips from navy spiky chevrons tonal paper.
