Cut any excess borders along the edge using scissors. Adhere to the top portion of the white patterned paper.<\/p>\n<p><strong>Step 6:\u00a0<\/strong>Cut a piece from the blue wave patterned paper to measure 12&#8243; x 4&#8243;.
